This Number Nine card uses the S3 Savage4 LT chip. S3 chips with the 'LT' suffix are low-power chips and originally used for notebooks. Number Nine probably thought it was a good idea to stick it onto an AGP card for desktop systems that only do 2D.
The Savage4 is the successor of the Savage3D. It has some tweaks and new features including S3TC (S3 Texture Compression). S3TC can compress high quality textures without a big performance hit. Games like Unreal Tournament support this and can provide very nice textures.
